The issue of pharmacies in bills regarding the question of redressing injustices suffered by former owners of property taken by the state of Poland in the years 1944-1962
The period of twenty years of legal and constitutional transformations in Poland is also connected with major changes in the system pertaining to the organization of pharmacy and pharmacies in our country. The Law of 23 December 1988 concerning private enterprise opened up the possibility of applying for licences to run private pharmacies (Journal of Laws of 1988, No. 41, item 324), which was a radical change after 37 years of their functioning exclusively in the form of state-owned health-care facilities. This was due to the fact that after World War II, private pharmacies were taken over by the state under the Law of 8 January 1951 concerning the nationalization of pharmacies (Journal of Laws of 1951, No. 1, item 1). As a result of legal and constitutional changes in Poland that were initiated in 1989, action was taken to pass a law that would solve the problem of redressing the financial injustices caused by the nationalization process. The aim of this paper is to show how the problem of pharmacies is dealt with in selected bills initiated by the senate, the government, the president and members of the lower house, in order to illustrate various ways of addressing the issue specified in the title of this work. The paper takes into account mainly those proposals that eventually had their first reading in the sejm (lower house of parliament).
